Can some explain the meaning of the sentence

can some one please explain the meaning of the following setence?

Sentence: "I think the point of the story is that if we were at $400.0 million last year, you're going to see it cut in half if not more this year"

Particularly i could not understand what it means "if not more this year". is that mean the amount would not be more than this year? Here the context is that a company executive is providing outlook on his company capital expenditure for the year 2010.
