Can "recipe" be followed by "to" as well?

Like

"A recipe to make pizza".

If it can, why wouldn't it be "a recipe to make pizza with" like "a pen to write with"? Or does it always have to be "a recipe for~"?

"a recipe to make pizza with" is not used as the recipe would probably describe a sequence of steps.

And "a recipe for" is used as " A Recipe for making a pizza."
