Can "ˈproʊɡræm(program)" be pronounced "ˈproʊɡrəm"?

I learned unstressed vowel sounds sound "?".

So, I think "pro?græm" can sound "pro?gr?m" because æ is not a stressed vowel sound in the word.

Am I right?
