Can other hand live without one hand?

Could you please suggest, can I start a paragrath with the transitional

phrase "on the other hand" in spite of the fact that none of preceding

paragraphs uses "on the one hand" as an introductory phrase? Or had

I better use other similar intro phrases, such as "on the other part" or

"contrarily"?

Yes, it's often done and seems fine to me. Or had I better use other similar intro phrases, such as "on the other part" This is not a normal phrase, and just seems wrong to me.
