In my opinion, "Do you speak English?" is the more polite.
But in an emergency, "Can you speak English?" might be more effective.

I know but I wanted to make sure cause when I used you ask people Do you speak english ? , they were giving me strange looks and they were saying it's can not do ~!! so I was a bit embaressed .
