"can" or "could"?

(Hearing the telephone ring at 1:00 A.M.)
Now, who can / could be calling at this hour?

What's the difference between 'can' and 'could' in the context?

Anonymous What's the difference between 'can' and 'could' in the context? There is no difference to speak of. 'could' expresses slightly more puzzlement, I'd say, but others may disagree.

So the two options are freely interchangable without any difference in meaning?
I guessed 'can' would express more disbelief or something like that, like, "How can this be?"

You are entitled to hold that opinion if you wish. It could be right.
