can one say....

Can one say “in one of the boats are Nick’s father, Nick and an Indian” there are two boats in the other boat are some other men. That is why I am wondering if one can say in one of the boats and if you can use “are”

Yes, are is fine. Look at it the other way (which is grammatically legal):
