Can "observe that" start a sentence?

Can I start the sentence by "observe that,..."? If not, what's the alternative expression? I don't want to have a subject like "I" or "We" at the beginning of the sentence.

The imperative is not always a command, James. However, if you don't want to use it, use 'We observe that'.
