Can not only

"By noticing and measuring the fact that the Universe is expanding today?—?that the galaxies are getting farther apart from one another in all directions?—?we can not only determine what the fate of the Universe will be, but where it all came from." (Ethan Siegel)

Am I right in that that the adverb "not" collocates with the adverb "only" and not with the modal verb "can" which is used in the positive meaning in the above sentence?

The sentence is actually slightly faulty: it should read "we can determine not only what the fate of the Universe will be, but where it all came from." This is not because "can not only determine" is wrong in itself, but because "determine" must also govern " ...where it all came from".
