Can non-restrictive clauses be Independent?

Here is what I mean:

"The film isn't awful, there is no need to close the curtain on the franchise just yet, but it's not particularly good, either."

The above sentence has three independent clauses, which by normal rules would make the first comma unacceptable. But as the middle clause is extra information, is it ok to apply the rules of punctuating non-restrictive clauses? Can non-restrictive clauses be independent? Or would dashes in place of both commas or a semicolon in place of the first be a better alternative?

Or if you take out the "there is", will the middle cl
