Can know

You can know how fast one was going before the accident based on/depending on/according to the injuries he has.

"Can know..." is terrible English. Never put these two words together in the same sentence, You can say,however,"you can tell how fast the car was going..."

Neither was correct. " You can say:"Based on his injuries, you can estimate/tell how fast he was going prior to the accident".
