can it be simplified please?

Hi,

Ex.
As from 1 January 1997 all IEC publications are issued with a designation in the 60000 series. For example, IEC 23-1 is now referred to as IEC 60023-1.

Note the bold/underlined part of the first sentence.
This "construct" sounds difficult to me grammarwise... probably because it cannot be translated word for word into my native language...(The meaning of the whole sentence is clear to me though)

Could you please paraphrase the sentence? or rather replace the highlighted part with a simpler construct/phrase?
