We generally do not ask for a specific time with the present perfect: When did you arrive? Nor do we offer a specific time in the answer. One possible exception that I can think of: When have you ever seen him drunk?

Hi, Philip,

Is this a typo? Because there are exchanges like this, right?

-- When did you arrive?
-- At 9 o'clock.
