Can I use "Paper is ripped out" as a passive voice sentence?

I'm a bit confused that can I use "Paper is ripped out" or "Paper is teared out" in the sentence?
I tried to search on internet but I didn't see any example of it.

Another one is if paper is ripped out, can I say it is out of order?
