Can I use "of" before the name of a place?

No example can be better than Kolsindur village of Dhobaura upazila of Mymensingh district.

I learnt that "in/at" should be used before any name of a place. Is "of" grammatically correct?

"of" doesn't sound right. I didn't know the word "upazila", but I gather it is a type of administrative region in Bangladesh. On that basis I suggest: No example can be better than Kolsindur village in Dhobaura upazila, Mymensingh district.
