Can I use both for and on in the blank below?

If you blame a person or thing ( for  or on) something bad,
     you believe or say that they are responsible for it or that they caused it.)

You can blame a person or thing for something bad. But you put the blame on a person or thing.

I read a sentence below.
"The kid plays a joke on me "
"I have pity on her."
In this line , "on" is used as the role of preposition "for" , object.
Moreover I googled that expression like here.
