It's quite proper.
I'd be more comfortable with " . . . declining by the day," or " . . . getting/becoming lower by the day."

No special reason. I think of "lowering" as a physical act.
Transitive - "lowering the boom"
Intransitive - "the coffin is lowering (being lowered) into the grav
