Can I say "on a floor basis"?

If there is a store that has a number of floors and different goods are sold on each floor, can I say, "This store categorizes commercial products on a floor basis"?

I feel if you must use the 2 phrases, I would say:

5. The company prepares PC manuals bilingually according to the product destinations.

Or
The company prepares PC manuals bilinqually on the basis of product destrination.

Both roughly mean the same thing. However, According does not exactly mean the same as "on the basis of".
