Can I say "Canada is TO the north of the USA"?

The content in the picture below is what has been taught in the middle school in my country, but I have seen the first expression 'in the east of...' a lot, but I've never seen or heard people using the other two expressions"on/to the east of...". So I wonder if these expressions really exist. And if so, is it idomatic to say them?
