Can I say

"How long does it take for the webpage to recover since it's currently processing some routine maintenance?"?

Am I using the words right?

ORAnd can I simply switch the "recover" there to "function normally" which is more colloquial?

I don't know if there is any computer jargon for this but, in terms of English that non-computer people can understand, I suggest

"How long does it take for the webpage to function normally again after it undergoes routine maintenance?"

I have no idea what that "routine maintenance"'s supposed to mean?

Something they will do to give the system a checkup from time to time?(As the words literally suggest?)
