Can I put this part in commas?

Hi!

Please take look at my sentence. Can I put this part in commas?
Other mistakes?

The Seller hereby certifies that at entering into an agreement the property, neither fully nor in part thereof, has not been alienated in favor of other persons or pledged, there are no disputes affecting the property, a prohibition has not been imposed upon the property and it has not been encumbered in any other way.
