In this sentence, I don't understand why the word, "being" is needed. I know the "being taken" is a past participle phrase that modifies "insufficient care". Can I omit "being" from this sentence? I have seen a lot more expression which is "noun + past participle" than "noun + being + past participle". Is the meaning of "being" for emphasizing the continuous state?
I am not a native and I'm learning English grammar. I'm so confused about this, please help me!
