Can I just state as a "Ph.D."?

Hi

I'm trying to describe someone in a sentence like "~~~~ expert, a Ph.D. with ten years of research experience."

My question is: Can I just state him as a Ph.D. instead of saying like a Ph.D. graduate?

Yes. You no longer need all of the periods. 'a PhD' is sufficient.
