Can I improve this sentence?

How can I improve these sentences? Are they understandable?

During the first half of 2013, the bureau continued the training for the educators of the employees of the municipal institutions. At the end of 2012, the bureau commenced the implementation of programme “Training of the educators regarding anti-corruption issues in the public institutions” (henceforth – Training program for the educators) in order to educate the officials on anti-corruption issues by providing training for those individuals (educators) who are responsible for education of the employees in their institutions.
