Can I change it into ...?

We will strengthen deterrence so officials daren't be corrupt, enhance related institutions so they're unable to be corrupt, and strengthen their vigilance so that they have no desire to commit corruption.

Hi, I find the bold part doesn't make good sense. So can I change it into "raise their consciousness/awareness of not wanting to commit corruption"
