I would like to ask you a question about use of "and" and "or".

Can I change "and" into "or", in "Paper is used for writing and drawing on".?

Is there any difference of meaning or etc.?

On the other hand, somebody can just only write something on it or just draw a picture on it.
But still, use of "and" there can include the cases I just mentioned as well?
