Can I address people in statement like this?

Honourable owners and residents of the apartments of LibertyStreet

Thanks!

Top answer

'Honourable' sounds silly there. Is this a speech or a greeting in a letter? Are some of the residents not owners?

CalifJim use "in Liberty Street" (British) or "on Liberty Street" (American). (Not "of".)
...unless 'Liberty Street' is the name of the housing development.
