Can I add and between tuxedos and they? How about rest of sentence. Should I leave it like that?

Penguins always wear tuxedos. They are good pets for people, who like to go to fancy parties.

It's OK, but get rid of the comma. If you really don't like the pronoun–antecedent problem, you could work around it. Penguins always wear tuxedos and therefore are good pets for people who like to attend fancy parties.
