What is the difference between can have +past participle/ could have +past participle in expressing possibility in the past?

It's very rare to see that combination. I never use it. I don't recommend it. Use 'could' instead of 'can'.

It seems more common in British English than American English. I use the negative form occasionally. Still, it is rather rare.

That can't have been right!
