Can cannot be debated (what does it mean?)

What does « can or cannot be debated” mean?

Is it used correctly?

The defender fouled him on the play. It’s clear cut. It cannot be debated.

Though the defender fouled him on the play. It’s not clear cut. It can be debated.


Does “debatable” mean the same thing?

They first 2 fouls aren’t debatable but the last one is debatable.
