Can be learned

"The issue of how a person can be learned has been widely debated."

from the sentence above, Can I say "how a person can be learned"? Does it mean the same to "how a person can be knowledgable or skilled"?

No. 'Learned' does not work in that sentence, and 'knowledgeable/skilled' sound very odd, too. I can only suppose that you mean this:
