Can "as" be used to refer to the entire sentence?

1. As might be expected, a knowledge of psychology is essential for a good advertisement.
2. He was a foreigner, as I knew from his accent.
As you see, I think "As" seems to refer to the sentences "a knowledge of psychology is essential for a good advertisement" and "He was a foreigner".
