Can anyone help me to explain certain issues that I concern of the following passage?

As a part time tutor in the English Institute which allowed me had a chance to facilitate the English problem that people encountered in their daily life. My language skills have a significant improvement.

As a part time tutor in the English Institute which allow me have a chance to facilitate the English problem that people encounter in their daily life. My language skills have a significant improvement.

Should I use past tense or present in the above paragraph? Please note that it is a paragraph in a person CV of his past working experience?

1. which allowed/allow me
( I take "allowed", because it happened in years ago)

2. had/have a chance to facilitate
(I take "had", because it is happened in the past)

3. people encountered/encounter in their
(for me I take "encounter", because it is a talking about the general problem of people have in their daily life, so it sounds like a fact to me, but I am not quite sure)

4. My language skills have/has a significant improvement
(I take "have" here because it is skills, if it is skill, then should we use "has")

5. Should I used English problem or English problems?
(Because problem sounds unconutable to me, so I use English problem)

But sometime teacher said you have to remain the whole sentences consistency if the first part of the sentence is past tense, then the rest of the sentences have to be past tense or past perfect tense!

I get confused of this. Please advise me what is your choice?
