Can anyone evaluate the below

Although my department always submits its annual report by the end of the year, some ______ wait until the end of January.

(A) had has to
(B) has had to

Ans: Have had to

",some had has to wait ... etc." is impossible. Therefore, "A" is wrong.

"some has had to wait ... etc." is wrong in this case because "some" refers to "departments" (in contrast to my department) not "department." Therefore, "B" is wrong.

"had to have" would need the verb following it to be in the past participle form, but here we have "wait" not "waited", so "D" is wrong
