"Can" and "will"

Hi,
Please consider the statement below:
"In this hour, I will refuse nothing to a soul that makes a request of me. during this hour, you CAN obtain everything for yourself for the asking"

Does the above statement equivalent to saying "In this hour, I will refuse nothing to a soul that asked a request of me. During this hour, you WILL obtain everything you ask" (notice I changed the word "can" into "will")?

i get that "can" and "will" are two different things, when we take the original statement as a whole, isn't the person intending to convey or say that we will be able to obtain whatever we ask to the person during this specific hour?
