can "AND" "OR" and "BUT" use in front of a sentence?

Two of my friends said that i cannot use conjunctions like "AND, OR, BUT" in front of a sentence. However, I read that kind of sentence a lot on books, even grammar books. Which one is correct? thanks a lot for this.

Good writers can do it: the technique has its legitimate uses. However, learners inevitably misuse this technique, and it is much better avoided.

"in front of a sentence" means outside the sentence and before the sentence.

I understood too, but it's not correct. And sometimes mistakes like that can lead to a misunderstanding.
Also, the comment was for the benefit of others too.
