can and could

A) I cannot be stuck up at home in this good weather.

B) I could not be stuck up at home in this good weather.

It being a good day in good weather, so it's hard to resist going out...

Among A) and B), which one better describes the situation?

How about, "How could you be staying at home in this fine day?"

Here, "could" is used, and I guess this should be correct.

And, when someone is giving something so valuable to me, and I think it's too expensive to receive, in that case, I can say, "I couldn't take it."

So, B) I could not be stuck at home in this good weather.........
