Can an adverb phrase apply to noun and verb within a sentence?

Hi, the following sentence is giving me a headache trying to decipher:
"No person shall, in trade, engage in conduct that is misleading or deceptive." Can the phrase "in trade" apply to qualify both the 'person' and the conduct? Any help is much appreciated!

I would interpret "in trade" as "acting or being in the role of buying and selling."
