Can an adverb modify a noun clause?

A. The commission will decide only whether the government failed to provide adequate remedies.

B. I want to know only whether he is alive.

C. They informed me only that he is alive.

D. It depends on only whether you can pass the test or not.

Q1) Are sentences A,B,C,D correct English?
