Can a sentence start with 'If not?'

Are you the person responsible for this? If not, would you please direct me to the appropriate contact at Frappuccino?
A person I work with is convinced that because it starts with If not, that it isn't considered a question. I beg to differ.

You can certainly start a sentence with if not . You can add any subordinate clause to a question. if not represents a full subordinate clause, and it's no exception to this general principle.
