Hi

We use can to seek or refuse permission, but in a newspaper article I recently read, the writer is referring to the use of can in a situation like the one given below and saying it sounds awkward.

The situation he refers to is a manager responds to a subordinate " Try if you can" when he asks," Can I come in?"
