I can't believe you went to Afghanistan. Or

I couldnt believe you went to Afghanistan.

If this was said in the present moment, which one should I use and what's the difference?

I don't think I would generate that second one. I'd say it all in the present or all in the past:

I can't believe you went to Afghanistan.

(The unbelievability is in the present. The trip happened before my reaction of unbelief.)
