Camped up

Hi teachers. Could I say "camped up" or "set up camp" in this context to mean that they have set up trailers and tents from where they can operate from?

1. The police have camped up on the parking lot outside the supermarket where the hostage situation is taking place.

2. The police have set up camp on the parking lot outside the supermarket where the hostage situation is taking place.
