Callots? Carrots? Pronunciation

In this video, a school inspector of the Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan is giving a lecture.

Probably she is saying, "Short, short speech. Number one."

Probably she is saying, "Do you like carrots?"

However, I am not a native speaker of English.

Usually, I don't criticize people's pronunciation. I don't have the right to criticize it.

However, this person is a school inspector of MEXT. Her pronunciation does not sound right to me.

I would like to see native speakers' opinions.

I always say of people like her that they think they speak English. I can understand very little of what she says, and I really can't tell when she switches between Japanese and English, if she in fact does. I hope she would need to do better than that to get a pilot's license.

I didn't understand most of it, and I didn't hear anything like "Do you like carrots?" but I heard "One more time". The pronunciation was not very good, so I agree with you about that, but I'm sure my accent in Japanese (limited to 'arigato gozai mas') is awful as well.

I guess the point is that she isn't lecturing to
