Call someone for help

When people say, for example: *'I need to call my brother for help'.* _What does the verb 'call' mean?_Is it a synonym of 'ask' like in 'ask someone for help'? (It doesn't mean, you will call someone) OR it means *'ask someone for help specifically by calling this someone on the phone'*? Thank you.
