Call me at the U.N.

Hi,

If Jack says to Bill "Whatever happens, call me at the U.N.",....

Does this mean that (1) Jack will be at the UN and Bill is expected to call Jack while Jack is at the UN, or (2) Bill will be at the UN and Bill is expected to call Jack when Bill is at the UN. or (3) the sentence can mean both ways and is not very clear?
