Call in

Could you tell me what 'call in' means in the following sentences? I extracted them from CNN's article of the attack on the Ohio State University campus.

At 9:52 a.m., the assailant drove over a curb and struck pedestrians near Watts Hall, Ohio State Police Chief Craig Stone said. Horujko called in the car at 9:52 a.m. A few seconds later, he called in to say he had engaged with the suspect. At 9:53 a.m., he radioed in again to say he had shot the suspect.
