The contest rules are below:
But here's something from the FAQ:
"Who will own the movie when it's finished?
All rights to the movie and the script will be owned by MyTVonline. A 50-50 revenue-sharing agreement will be offered to the winner."
That's who owns the rights to the movie. What about the rights to the script?
In other words let's say you get 10,000 entries with an average $65 fee, you've taken $650,000 in cash and uou've got a stack of scripts.

Of which maybe 50 are marketable. What is to stop you from shopping them around Hollywood?
This isn't the way I would want to have my work circulated.

RULES
1. Only one winner will be chosen from all entries received by Midnight,August 15, 2005. The winning script will be produced in Oregon, USA, and the winner will receive a contract entitling the winner to fifty percent (50%) of all revenue generated from the theatrical distribution, television broadcast, Internet broadcast, and rental of the movie.
2. Script may be any genre as long as the script is set in the presentday.
3. No major special effects can be included in your script, such asexplosions, fires, quakes, etc., and no large cast of extras, please. And, no CG.
4. The winning script will be shot on location in and around Oregon,USA. We encourage you to incorporate the Pacific Ocean, Columbia River, Mt. Hood, our magnificent forests, and the beautiful city of Portland in your script, but it isn't mandatory.
5. Script length may not exceed 100 pages. No exceptions.
6. Your script will be cast from local acting talent in Oregon.
7. Your script will be shot as written by you, no changes unless you sayso.
8. You're invited to be on set during the casting and shoot. Roundtripairfare in the U.S., lodging and meals will be provided to the winner.
9. Your script will be shot using Sony's new HVR-Z1U high-definitioncamera, in High-Definition format, 16 x 9, and any necessary lighting gear, all provided by MyTVonline, an Oregon production studio.
10. Your script will be edited by MyTVonline, using Sony's Vegas 6software, and will be transferred to DVD for demo purposes.
11. Music score will be provided by MyTVonline.
12. Entry fees are as follows:On or before June 1, 2005: $59.
Between June 2 and July 1, 2005: $79.
Between July 2 and August 15, 2005: $99.
Multiple scripts from the same writer or co-writers may be entered in the contest. Do not attach photos, illustrations, or any other enhancements.
13. Submit these 4 items:
1) An APPLICATION;
2) A properly bound script in the English language, standard movieformat;

3) An unattached cover sheet that has your name, address, phone number,e-mail address, and the title of your screenplay. DO NOT PUT YOUR NAME AND CONTACT INFO ON THE TITLE PAGE, JUST THE TITLE ONLY.
4) Contest fee.
14. Decision of the judges is final. Judges are an award-winningplaywright, an independent filmmaker, a professor of screenwriting, and a variety of professional script readers. No scripts will be returned.
15. Eligibility: if you have never had a screenplay or teleplayproduced, then you are eligible. Employees and immediate family of MyTVonline, or MakeMyScreenplay, are not eligible.
16. Winner announced September 15, 2005. The movie will be completed andready for showing on or before December 31, 2005.

And here's another little red flag from the FAQ:
Who is eligible to enter the competition?
Anyone who has never had an original screenplay or teleplay produced for theatrical or television broadcast.

Oh? Do you really* expect produced writers to ship off their spec work to you* This is a weird oine that doesn't help *you except that it does raise the standard.
What are you going to do if people send you a script along with $79 and they're not produced?
Are you going to refund the money?
