CAE, writing a proposal

Part of my CAE preparation. Thanks in advance for any tips and comments!

Task:

There are plans to demolish an old and unused building in the town where you are a student. You feel that the building should be saved. You decide to write a proposal for the town council explaining why you think the building should be preserved, suggesting what could be done to modernise it and saying how the building could benefit the local people.

Proposal:

The principal objectives of this proposal are to show the importance of saving old factory building, offer recommendations on its modification and highlight how city residents can benefit from the renovation.

The old factory building is not only a unique example of early 1920s urban architecture but also an important part of a modern city landscape. While the factory has not been operating for more than a decade, its building stays in wonderful condition. It would be unreasonable to simply demolish the building while it can be transformed into a modern place, which can be used by locals and entrepreneurs for a variety of purposes.

It is a well-known fact that old industrial buildings are becoming increasingly popular, especially in art circles. Their high ceilings, spacious rooms, and brick walls are perfect for an art gallery, and the old factory can be modified into one. The ground floor area can also be used to held conferences, municipal meetings, and festivals. Moreover, it would be advantageous to use rooms on both sides as shops and cafes. Many local architects have already stepped forward with the design ideas, and are willing to collaborate with each other on transforming old factory building into an urban gem.

Implementation of the above ideas would result in great benefits for everybody involved in the project. Considering that the local university has an impressive art program, the new gallery can become a platform for young artists to embrace their creativity. Entrepreneurs will have the opportunity to expand their businesses in a place that attracts a lot of people, while locals will finally have a modern place to gather and spend time with friends and family.

Taking into account the arguments above, I strongly recommend the council consider modifying the old factory building instead of demolishing it.
