Talking to a friend who used to live in CA in NY:

Were you always in California? Or

Have you always been in California?

I would say "Have you always lived in California?"

A friend who used to live in California? Then that person isn't still living in California. You say "in NY", so I suppose this person moved to New York, and the conversation takes place in New York.
